ELEFA, the Independent Evaluators in the Minneapolis Police Department’s (MPD) Settlement Agreement, have released their third Semi-Annual Report on MPD’s progress. The report covers reform efforts between April 1 and September 30, 2025, detailing implementation work across MPD and the City.

It highlights areas of measurable progress, identifies challenges related to coordination, communication, staffing, and resources, and recognizes the work of sworn and civilian personnel supporting reform. The report also places current progress in the broader context of long-term institutional change and outlines how transparency and accountability can promote public trust throughout the process.
